Consolidating 50+ departmental websites into a single, user-centric platform is no small feat. In this case study, we share how Tulare County transformed a fragmented web presence into a modern, accessible platform that puts user needs first. We leveraged Drupal’s multi-site capabilities (Acquia Site Factory) to centralize 300+ content authors onto one system, integrated a Digital Asset Management (DAM) for shared media, and built a unified design system for a consistent look and feel across all pages. Most importantly, we implemented an intuitive “I need to…” cross-site navigation – a task-based menu where each department contributed their top user tasks (with descriptions and keywords). This service-oriented design allows residents to easily find the information they need without wading through departmental silos, essentially giving content to the user without the hunt.
